Confirmed. This is new in R63.19. They may have broken it while implementing "IMPROVED - Fixed an issue where changes to payee name capitalization couldn't be saved."1 -

You have a lot of memorized payees. Can you delete some? I have only 61 and my QWin is fast. Number of payees has been suggested as a performance slowdown.1 -
